Public procurement of innovation and technology

The research examined government purchases of educational technology, pointing out challenges and suggestions for improvement. The analysis considered national and international procedures that impact the creation of innovative products for education, taking into account the type of procurement and institutional context.

The research Public procurement of innovation and technology by educational public agencies: analysis of barriers and proposals for procurement” sought to map the processes and government procurement models in the area of technology and innovation for education, focusing on the identification of the main bottlenecks in the analyzed procedures. Thereafter, change proposals or recommendations of those models were presented.

The study was developed for the Iniciativa para Inovação na Educação Brasileira (IIEB), based on the analysis of public procurement procedures used in national and international experiences in the education field. Therefore, we aimed at identifying the institutional context of procurement and interviewed public officials and entrepreneurs from the private sector and civil society organizations. Thus, it was possible to identify factors that affect the development of technology and innovation products for education, which vary according to the type of procurement and the institutional context in which they are embedded.
