The project came about following the public consultation on copyright launched by the Ministry of Culture in 2016. InternetLab, understanding that academia has a role to play in the debate on public policies, giving support and visibility to this participatory process, prepared a report mapping the main actors involved and the arguments used.

In February 2016 the Brazilian Ministry of Culture began a new public consultation on copyright. This time, to promote discussion on the Regulatory Instruction to regulate the collection and distribution of copyright in the digital environment. During the period of public consultation, InternetLab followed the discussions of the online platform and published weekly newsletters, commenting on the main points under discussion.

The final text of the Regulatory Instruction was signed by former Minister of Culture Juca Ferreira on May 4, 2016. The InternetLab, understanding that the academy has a role to play in the discussion of public policies, it is now preparing a report mapping the main actors involved and the arguments used. The aim is also to point to what extent the approved text was permeable to the contributions of the public consultation participants.
